Draft: adds the CSL 1.0 file set (governance/00-05). LICENSE.md is already the CSL; this adds the governance file set and dual-licenses reference code under MIT. README.rst links to scope, notices, license, and governance. Note: a top-level GOVERNANCE.md already exists alongside the new governance/05-governance.md (CSL policy) to reconcile per maintainer preference.
